Phase Jumping with Allies?

I played the original Sins a long time ago, and really liked the Vasari even though the bugs with the Vasari phase stabilizers really irrated me. Anyway, I heard they were fixed so I picked up Entrenchment the other day. I was wondering if everyone thinks all the bugs got fixed?

While not necessarily a bug, I was wondering if you are supposed to be able to phase jump between friendly phase stabilizers if you have a Vasari ally?

Nope.  Might have been nice to have as a pact in Diplomacy!
