[FIXED][BUG] New Patch 1.04 Kortul Jam weapons

Kortul jam weapons when left on auto will always activate regardless if there are enemy sc around. 

 

Also when first selected the ability will always activate if it has enough AM regardless if enemy sc is around. This is just silly. Why jam something not there.

The bug is actually the result of an AI autocast improvement for a bunch of abilities that didn't get fully integrated to the build that got released.

So an AI improvement, eh? Good to know. Blair, are there any other AI improvements planned, such as AI w/ siege frigates, AI w/ starbases, ad AI w/ capital ship choices?
