Vasari phase stabilizers and trade/refinery

Why don't trade ships and refinery ships use phase stabilizers? I personally think that if my fleet is able to that my civilian ships should be able to make use of them as well, it would really help to enlarge chains of trade lanes

What would really help is if Phase Stabilisers reduced the distance from home planet by one, or something like that. Refineries and Trade stations can remain as they are...

just doesnt affect the trade chains

I'm pretty sure they also reduce distance from home planet, as every planet with a phase stabilizer I've had went up to 90% allegiance with media hubs when it was capped at 80 or lower before.
