Fleet Supply upkeep

I'm wondering why upkeep isn't tied directly to current fleet size. The way it is right now it is directly based off your highest researched fleet supply tech. But if your ships die in combat it can be incredibly tiresome to have upkeep taking off your planets income without actually having ships that would theoretically need upkeep.

I think this was intentional. The technologies researched to enchance fleet size seem to implicate that your empire has made logistical infrastructure improvements related to the support of a larger force, and those upgrades remain in place whether or not you have a fleet of that size.

this actually makes for some intriguing strategies: if you bulk up your military without the economy to back it up you WILL run out of steam before your more economy based opponent, unless you make serious ground on them and make your own losses worth it.

Perhaps you are correct, It's just irritating as hell to be in 3v3 with useless allies and you have to sacrifice your fleet to buy a few extra minutes with not help from your team, and then you sit there like a 3 legged dog while your team looses their entire host of core worlds because he's to bull headed to phase back and mop up a few ships. Maybe I'm just used to playing at levels above my team and i try and do everything myself.
