Tweaking Resource availability, and the effects of Resources on the game

On the minimap, galactic resources fall under the category of "anomalies". Does lowering the frequency of anomaly appearance in the pregame screen lower the frequency of resources as well? I tried this, but it didn't seem to.
The reason I want there to be fewer resources is that I find all my games ending when I start buying enemy resource starbases, at which point I go from "powerful" to "unstoppable".
Basically I start out playing as either a custom race, or the yor, with maxxed out bonuses to econ, morale, and sensors (for finding resources.. I used to go for luck and creativity, till I found out what creativity actually does).
I get diplomatic translators and that one achievement that is named in such a way that it makes you think it improves influence, but the description of which leads one to believe that it improves diplomacy skill.
I tech whore- err I mean tech trade, thus netting a massive fortune.
As soon as someone declares war on me, I tech trade to make sure I have the most current weapon techs, then shift my economy into making warships. Usually after I swat a few of my opponent's ships (by which time I will have created many, MANY of my own ships), I can ask for a surrender- and even get some free stuff from them in the process.
At this point its pretty much over. the resources which I HAVENT yet claimed, I simply buy.
The game ends in an influence victory, even if I don't make a single embassy. GG.
All my games seem to end this way. <_<.
