what are the options for having access to collectors?

hello everyone,
I'm interested in buying Galciv 2 in the future (or perhaps I'll make my girlfriend buy it for me )

anyway, I would like to know about two things :
-will the problem with regional options in windows 2000 be fixed in 1.1 ?
-how to acquire the additional ship jewellery of the collector edition ?

for example I often buy my games there : www.play.com (because it's cheap + free delivery in france !)
will I have access to ship jewellery if I buy galciv 2 there ?
if not what are the available ways to have that jewellery ? (I don't care about any other collector item, just the jewellery. Although it's cool to have them all as a bonus, it's just not a requirement for me...)

but that's still not completely clear to me (forgive me, I'm french)
does this above means that if I buy a standard galciv2 retail copy at any store I will be able to upgrade to collector later ? (to get the "additional Ship components")
if yes, what is the cost ?
