Dumb question : How do you install modules on starbases?

I'm in the end game, I'm pretty high up on most tech trees, but I still can't see how to install modules on my starbases. My influence starbases are just sitting around doin' nothin. What am I missing?

Build another constructor, and send it out to the base you want to upgrade

yep, it can get pretty expensive too.Alot the moduels require you to churn out some cash, so you better have some bc saved up.
