Why does only two rotating resources show? What does it take to get three of four to show?

The number of "rotating" resources varies by the RNG generator. It can be 2 or 3 or 4, whatever the generator "rolls" that turn.

So I had this question before and it went unanswered.  No one really knew.  Is what you describe the known functioning or "just a guess"?

The rotation seems random, but to me, it seems that you get locked into the amount of exotic resources available per turn when it first becomes available.

That has been my experience as well. Once the AI picks a number it never changes.
