Project List scrolling

So I stopped playing GalCiv for a year or so, hoping some of the little issues would be addressed by the time I picked it up again, but two of the most annoying little issues are still around. Is there a fix or workaround that I've missed?

The first one is the planetary project list. If you scroll down and pick a project, the list resets to the top instead of keeping you where you are. This is particularly annoying if you're trying to repeat build some of the placeholder projects like Aid Research, or you're trying to set up a tech or commerce capital and are trying to build a bunch of research or market buildings.

The second one is the Governor list. We still can't set up custom governors as far as I can tell? I'd really like to be able to do this again, like we could in previous GalCiv games.

Oh, does anyone happen to know how to get the Revenge achievement? It says Take Back Your Homeworld, which I assumed was the campaign for freeing Earth, but finishing that campaign didn't unlock the achievement.

You can add Governors via the GovernorDefs.xml

You can add Governors via the GovernorDefs.xml

I'll have to try pressing U, then. I didn't know that was there, so that helps immensely! It would still be nice to have the scrolling bug fixed though :)

Would I have to add the Governor and every project I want it to build in the xml, or can I add a placeholder governor, and do the rest in the UI? I mean, ideally, it should all be done in the UI...
