Unlocking spy promotions

I still can't figure out how to unlock other spy promotions besides the "infiltrate" ability. Now I know that you need the necessary resources to use the abilities, but in my case the promotions aren't even showing, well besides infiltrate? I even tried to be aligned with malevolent ideology, perhaps by unlocking a few of those it would unlock the spy promotions too? Anyone with ideas or am I missing something?

I think all possible promotions are shown but greyed out if you don't have the resources. So I could be wrong but I think if it's not shown then it doesn't exist. They need to add a few more promotions because some citizen types don't seem to have any promotions at all.

What do you mean by possible? Because mine aren't even grayed out with regards to spies, I can only see infiltrate promotion.

I only have infiltrator promotion on my spies too. I think it's the only promotion available for spies unless they add more to the game. What promotion are you expecting to see? Hopefully they add more promotions to make citizens even more interesting. Or custom civ promotions, that might be fun or maybe game breaking. :)
