Leaders and Tech

Hello over there,

I have got my first citizens and I can train them to be Worker, Administrator or Scientist. But I can not train them to become a leader. Does anyone know, which technology has to be researched to gain the ability to train Leaders?

I think it's Interstellar Governance, but I'm at work right now and cannot fire up the game to be sure.

I trained two leaders they each give a 6% morale boost. Then I went to the govern screen and cannot use them to boost anything else instead. Are leaders broken?

Leaders automatically get assigned to whatever civilization priority is on the top of the govern screen.  On the govern screen you have to click on the leader you want to move.  That will move it to the bottom, where it is unassigned.  Then you can click on an empty spot in some other civilization priority to place it.
