I built the wonder that gives me a general, and it gave me 5 legion.... How do I get these to my enemies planets? I do not see a component in the ship builder.
Build a transport (requires planetary invasion tech) and when launched it will prompt you for loading legions.
I see. Needing to go all the way to planetary invasion, really takes the steam out of that wonder. I think the wonder should bypass the need for it. After all, according to the notes in the last post by (was it frogboy?), it was supposed to allow you to invade early, and I don't really see that with still needing to tech all the way down.
Training a citizen as a general is the fastest way to get legions. You can train them one at a time on a planet but it takes a long time, and there again you have to research down the military tree before you get the ability to train them.

You can get 3 transports with your Third perk on the top line of Malevolent. Will take about 100 points from colonizing and/or events.
There is also a mercenary invasion-ship,
not sure if you actually need legions for it or if it comes with its own
It loaded with 3 Legions. You don't lose the invasion ship in Crusade, so if enemy let their planet undefended or you knock out all their defender, it basically unlimited use until they train legion to defend their planet.
