ship sets and fleets etc

Is the create civilization feature fully implemented? I am trying to do a ship set and none of my prior designs are included. Most of them are on the Steam workshop and when I click get more ships it takes me to Steam but I cant dl any ships. I can look at them til my hearts content but can't bring any into the game. Is it me or maybe this feature is not yet fleshed out.

There was a thread somewhere (I think it was stickied) that talked about how to get your old content into Crusade. I can't remember the details, but the gist was that Crusade calls from a new folder and you can just move ships and faction files into that to get them to show up. Not sure what the download issue is.
