Can't find Ship Designer DLC I installed...

I was able to successfully add and install the DLC on Sunday as shown below:

Ship Designer Installed

 

My question is this.  How do I access this?  I was under the impression I could get to this ship designer outside of the game.

Well that's rather misleading.  Oh well.  

One last question.  Is there a way to rotate the shp on it's X, Y and Z axis?

To rotate, click and hold the mouse wheel. You can then move the mouse around to spin in all 3 dimensions.

You can rotate the ship by holding down the middle-mouse button.
