[1.61] AI doesn't upgrade starbases

I've mentioned this in the past.  Here is an image with the AI having two star bases with-in close proximity of each other, both have the upgrade symbol on it (have had it for several turns).  They never get upgraded.  Now I understand if they are waiting for a specific module to become available, however, that may take a long time.

Can you provide a save game that demonstrates this?  I've been watching the AI play for a while and I'm not seeing any non-upgraded starbases.  It must be the result of some specific circumstances.
