Shipyard producing with slider 100% Social

Can someone explain this please? I set my slider bar to 100% Social, (obviously 0% Military.) The shipyard belonging to my home world is still producing ships at a normal rate. Shouldn't it be shut down. My home world is set to "manufacturing focus" and "military subsidies." Am I looking at this wrong?

Manufacturing caries over, so there are still manufacturing points left in the shipyard. It will eventually run out and it will stop.

You can actually shut the shipyard itself down.  Open up the yard and you'll see the button in the bottom left area.

actually, if I understand correctly, the way militarysubsidies work is anything left after social projects are completed goes to military. So if your world is making 200 production and your last turn of an upgrade consumes 50 of those, then 150 goes to the shipyard. Each following turn while the planet's build queue is empty the shipyard gets the full 200 points. If you then research a better facility the governor will drop a bunch of upgrades in the queue and the shipyard will get nothing at all until those upgrades finish.
