Custom Faction image sizes

So, I create a bunch of custom factions. And more often than not the images come out either stretched or condensed. Anyone know the correct image sizes?

 

Also, how would I go about having a leader image that allows me to have a background? All I know is that when I use a custom image it takes up the entire screen.

In the Helpful Links section, there is one marked Designing your own Civilization.  I used the info in that to make my custom faction.
