Late Game Strabge Symbol

I have two things to write about:

1. Middle to late game I keep getting an out of funds notice although my economy is producing more income than expanses.

 

2. Late game I all my colonies shut down (NA on all projects). When I bring the list of colonies I get this symbol which is not listed in your manual. Its a shield shape that is half black and half Yellow on tall the colonies which are shut down.

 

This ruining the game for me.

it sounds like your $ balance went negative.  when that happens it automatically puts all wheels at 100% $ till you recover,  this results in NA for production and research
