there are 2 ways to continue

1 ) choose one of the continuing projects from the build list

economic project , research project, etc.

this has the advantage that if any of your buildings become upgradable they should do so automatically

2) press the govern button and adjust your spending to 0% social manufacturing. Either by shifting it all to military ( ship building) or removing manufacturing alltogether by setting t to research or wealth

the advantage here is that you have better controll and its usually more effecient then the projects

but if I set the govern to 0 social manufacturing, it will affect all other colonies wont it??

have you played the game? and had similar problems? have you reach this level , where the planet has no more space to build and go idle??

you can set the sliders for each planet individually. (there's a "govern" button on the planet screen and i think also when you have selected the planet from the galaxy map)

if that's too much micromanagement for you, you can put one of the "projects" like "economic stimulus" in the queue once you have no more room to build more stuff. those projects will use up all the social manufacturing of the planet and convert it into a bonus of some sort (economic gives you a bit of extra wealth, research gives some research, birthing subsidies gives you some extra population growth etc.)

the "idle colony" event is only triggered when the colony has social manufacturing that is not used. projects use up all the social mfg and so the planet is removed from the event loop.

When you run out of improvements you can or want to build, you can select one of the projects.  That will remove the "Idle Colony" message.  It is not a good use of your production capabilities.  Either find a technology that enables upgrade, or research the terraforming techs so you can get more tiles to build on.

The govern button discussed above would be the individual govern function for the planet.  Once there, you can adjust that planet without affecting other planets.
