[Typo 97.7.0] Thalan Tech Tree, Weapons Specialization, Miniturization

Issue: In the Thalan (possibly others) tech tree there is a pick-one-of-three option Weapon Specialization. One of those options is "Miniturization Specialization", and it should probably be "Miniaturization" with a "a".
