Non-constructor ships getting stuck on starbase

Anyone else having this problem? If one of my non-constructor ships ends its turn on a starbase the ship basically gets stuck. I can see the ship in the ship list but I cannot select it. I've had this happen with planets before but I was able to eject the ship.
