How to make alliances?

I'm trying to make an alliance with a neighbor. They are currently "Happy" with me. I've researched all the Treaties and Alliance techs. We've exchanged all the treaties.

No "Alliance" options show up.

I gave my neighbor all of the Alliance techs. Still no "Alliance" options pop up.

Is "Happy" not enough? If not what can I do to go beyond happy? Here is what is making them happy:

  • Have a cultural treaty
  • Have an open borders treaty
  • We're trading
  • I have higher diplomacy rating
  • I have a strong military

The only "-" is we share borders. Not much I can do about that. We've never gone to war. In fact I've defended his colonies and I gave him two planets.

Oh and "Cultural Treaty", "Free Trade Agreement", and "Slave Brokering" keep showing up in the treaty trade list even though we've already exchanged them.

I gave them Alliance from treaties and it says we are allies now.  It may not be fleshed out for them to offer yet, I think remember them saying there was still s lot work to do on that side.

I gave the alliance tech to the AIs and the diplomacy window still doesn't show alliance treaty as an option to offer.

Edladner, when you say "it says we are allies now" what do you mean by "it"?  If I go to the Diplomacy window, Relations tab, and click on "Allies", it shows me both civs that I've given the alliance tech to.  But it also shows the same civs when I click on "Enemies".  Clicking on the Treaties tab shows that I have Open Borders, Non-Aggression, and Free Trade treaties with both of them, but no Alliance.

I've managed to make alliances, it is weird with the Krynn I made one the turn I made contact with them, and yet with the Altarians I still can't. It also took a few turns for option to appear for the Drengin. They don't seem to need to have the Alliance tech, only you do.

Ok, in my game the option to offer an alliance to the Altarians finally appeared, but I have no idea what triggered it.  So I'm now allied to the Altarians, but not yet to the Krynn; even though they also are "Overjoyed" with me, I still can't offer them an alliance.

After some number of additional turns (I didn't count), the Alliance option finally showed up for the Krynn also, I made the alliance, and 2 (?) turns later got an alliance victory.  How to achieve this victory is sufficiently opaque that it needs a lot of explanation.

Looking at the XMLs, Happy, which is my relationship with the Drengin, indicates a relationship value of 7 to 9. At 7 and above, the "Diplomacy effect" include "AcceptAlliance". So if I was given the option to make an alliance, I've met the known prerequisites. Now if only "Alliance" would show up.

Well I'm on a new map, 0.51 beta, all 5 races, all victory conditions allowed. My relations with all 4 is "Overjoyed". I have researched all of the Diplomacy techs I can through Age of War. I even traded those techs to one of the other races. Yet in none of the trade windows am I given the option to offer an alliance. What's up?!?!?!
