Ereog's Tower prerequisites?

LH 1.2, both DLCs, no mods

 

I have Arcane Mastery but I don't get the option to start building Ereog's Tower in any of my cities. I have level 3s, quite advanced towns, fortresses and conclaves but I don't get the option in any of them.

 

P.S.

 

A few turns later Magnar finished building it. I wonder if I cannot start building it because someone already started before me? Would be quite a strange mechanic.

If someone starts building it and it's a world achievement, you cannot race them.

In fact, once you have access to the tech, you can hold the improvement in your queue indefinately, and no one else can build it....even if you have no intension to finish it yourself.

You are correct. It is a strange mechanic. That is why Parrotmath put together his wondersbase mod.
