Spell: Broken Loyalties

I have just noticed that when I cast the spell Broken Loyalties on a city it forfeits the benefit of city defenders. In my currrent game I have cast this spell twice and in both cases the cities no longer have city defenders.

Is this the way it is suppose to be or is this a bug?

Same thing happens when the AI casts it.
