Quelling unrest in captured cities...

How do you do it?

The problem I see is that you can't build the buildings that reduce unrest, because you can't build buildings due to unrest. (Interesting little Catch 22 here.)

It would be nice if there were a mechanic to reduce unrest by having a garrison of units.

So how do you handle this issue?

after approx... is it 20, or 40 turns?? anyways during turns the unrest should slowly fall from 50% to 25%. Then stay at 25%...
Not saying I agree with the current mechanics entirely, just stating how they are :)

You can still rush buildings, and some buildings reduce unrest nation-wide.

Late game you get access to a few methods.

 

There are two spells. One (Devotion iirc) is an Enchantment and while active on a city it reduces Unrest by a flat -10%. The other is one of the late-game "boost" spells (Blessing?) which costs a /ton/ of mana but permanently lowers Unrest by 5% and can stack.

 

Later on you also gain access to Prisons (Level 4 upgrade, -1 Growth to this city, -10% Unrest in all cities) and the Ivory Throne (Level 5 upgrade, -30% Unrest in all cities). All of these make Unrest something which can be alleviated eventually.
