Mouseover tab not skinning

Hey everybody -

I've been busy creating Steampunk,and have run into a problem I can't figure out. For some reason, the mouseover tab is not skinning. I've tried everything I know to change the mouseover tab, but it just stays the normal tab state. I've tried reimporting, rebooting, applying...it just will not show a different state for mouseover. (I'm using Skin Studio 6)

Try adding MouseOver=1 to the code.
