Noob: Limited Planet Improvements?

Time to build = Never

Just starting out - After building some improvements to my capital planet (basic factories, etc.) I couldn't build any more improvements. The time to build all improvements was "Never." Eventhough I saw some empty green tiles. Why does this happen? Thanks.

Your social production on the planet in question is 0. This can be caused by 1) Social production not being funded, 2) Overall production not being funded, or 3) Being over 500BC in debt (-500BC), at which point all production shuts off.
