Xeno Ethics neutrality, ground invasion bonus

One of the bonuses listed in the UI for choosing a Neutral alignment via Xeno Ethics is "A bonus is applied to ground invasions against all non-neutral alignments." I have two more questions, amazingly belated given how long I've been playing.

1. Does this by chance apply when you defend as well as when you attack?

2. Does 'non-neutral alignments' mean everyone who hasn't gotten Xeno Ethics and chosen Neutral or just the other Xeno Ethics folks who did not choose Neutral?

Yes, I'm that bad about watching the UI numbers, and I'm one of those 'weird' players who has finished more than a few games without even building a transport. But the TA tech tree for the Thalans is not generous in ground combat and has made me start paying a bit of attention.

Those are belated questions, but certainly not noob questions.  I play Neutral all the time and I don't know.  Since it's not documented, seems the best way to find out is to load a couple old save games (one with Neutral, one not), donate a planet to an AI, then turn around and invade it several times.

 

If you're playing ToA, try out Tidal Disruption.  It's not nearly as bad as the descriptor says:  it only destroys 20% of the planet improvements.  And in ToA, it's likely those improvements would have been destroyed anyway, due to tech mismatch.  It's only 200bc (the price of four Info Warfares w/o Evil+No Mercy Invasion Center).
