Were can I find the patch notes?

Well, not much to say here.

I was curious what the patches actually do so I wondered were I can find the patch notes.

Click the History button in the bottom pane of SDC to get the patch notes for any version (DL/DA/TA). There are no notes for the TA beta->final though if that's what you're looking for.
