At what level are the production levels equal for person and AIs?

I believe the AIs have reduced production at normal and below.

When is the production equal? I think the book says challenging
but the instructions may be out of date.

When each individual AI is set to intelligent (don't recall what overall level that works out to), the AI is getting no bonuses or penalties.

At Normal, its economy runs at 75%. It runs progressively lower at each lower difficulty level. I think it gets bonuses at the very high-end levels.

According to the book, production levels are the same for human player and computer players and never vary. The computer handicap is in economy ---

The book is not to be trusted. It is often wrong, as in this case.

I if remember correctly, tough is the first level the AI plays without handicaps.
