How do you create a rally point for ship?

I've been playing with no rally points for ships and I can't take it anymore. Is the rally point software broke? I press T for the rally point list but there seems to be no way to create one. I hve read through the manual several times and see no mention of how to set up rally points. I need someone to walk me through this, I must be as thick as a brick.

Thanks

Have you also found the two rally point options in the Governors tab in the Civ Manager window? Once you get those figured out, everything will be WAY COOL.

YES, the rally point options in the Governors tab are great for automating ship logistical movements and lets you focus on other things. In my current game, set on challenging, I'm slowly wiping out the Drengin but they are building some really mean ships. It still early in the game and I have harpoons, but these guy are somehow placing 12 missiles on their ships and kicking my butt if I don't overwhelm them with numbers. My stronger economy will win out, but what are they doing?

1) Enemy Fleets show the total firepower not individual so maybe thats one fleet has 12 missles total.
2) They probably have military resource or 2 or even 3. these can be the most dominating resources in the game to have.
3) Possibly their ships are near a military starbase? Check the area with a sensor ship (Cargo hull full of sensors and engins) to really clear that fog of war.
