Voting on U.P. taxes

When you vote for taxes on the U.P. there is almost always voted no tax mainly because people voting on the tax vote on 3 bc 5 bc and 9 bc and the no tax people win because the people voting for tax are divided on how big the tax should be. wouldnt it make more sense to have 2 sets of votes for this 1st vote whether or not there should be a tax and then a second vote how high the tax should be if the tax was voted to happen.

I think this would make soo much more sense to have 2 sets of votes occuring then one because in my games majority of the people want a tax to happen but they are divided, also because of this ive never had a taxed voted in.

I believe the current system for voteing works great, i get taxs in all the time. Usualy the computor doesnt take the extreme so if i want something ill vote what i think they would vote on.

the difference between a small tax and a big tax is the same between none and small thats why this system works so well.

I've had a few taxes voted in, but I agree that it gets defeated often because of number differences. I like the idea of two stage voting, and hopefully that, with all the other UP modifications that have been asked for, will get implemented someday, probably in an expansion, though. Until then, still a great game, though.

Note that real life voting suffers from the same problem, eg Woodrow Wilson became president of the U.S. because the majority Republicans split between Teddy Roosevelt and Taft. There are other ways but they're slightly more complicated, like having each race rank its preferences: 5 -> 3 -> 1 -> no change. Then you add up all the votes and the one that's most preferred wins. Don't think it would add much to the U.P.
