Cultural starbases in your own territory?

Not really clear on how this works...

How exactly does a cultural starbase work?

I have seen the AI place them aggressively (in my territory) but the ingame text seems to indicate that I should build them near my own planets, where they would presumably amplify the influence of any of my planets within their area of effect.

Do they generate their own influence? Should I put them on the borders between my area of influence and my opponents'?

Building star bases like this near my planets is a clear act of war as far as I'm concerned. Get your fighter squadrons together..

What they are for is to creat influance. If you have enuff influance near a planet thats not yours they will revote to your side. Or you could build them near your own planets to prevent them from revolting away from your team. The Ai is trying to steal your planets whithought going to war.

Influence starbases near an opponent, not neccessarily an enemy, increases your own influence over those planets. When you reach approximately 5x the Influence Points of that planet being influenced by, the planet will rebel and flip eventually.

Influence starbases in your own territory will magnify the influence generated at your planets, and get you a bigger "slice" of the galactic pie.

You can counter with your own or with embassies if you don't want to bring down the smack. It's funny when they have them and their planets are still rebelling against them.
