No minor races?

In my last three games (large universe, challenging difficulty) I have not seen a single minor race and the minor race tab i greyed out and cannot be chosen.
Is this just bad luck (I have not been all around the map, but I have been around quit a bit in all these three games) or have I turned of minors by accident (is this possible?)?
