Mindcontrol Wonder - bugged I think

Hi all,
I believe there is a bug in the Mind Control Wonder that is available to Evil races. Here is my empirical evidence:
I have had planets flip to my side in previous games, but in this game I built a Mind Control wonder for the very first time. It states that planets that are endanger of flipping to you, do so nearly instantaneously (or words to that effect).
Anyway, later in the game my culture spread out and nearly completely engulfed the Altarian emprie. Almost ALL of their planets had a skull and crossbones ... and then ....
NOTHING ... we are talking 50, or 60 turns of not a single planet flipping to me.
I checked a very weak planet that was in the core of my empire. It had NO re-education center or anything like that, and the Influence attack it was suffering was 19!
The only thing I can think of is that the Mind Control wonder is bugged so that it PREVENTS planets from flipping.
Can anyone else confirm this behaviour?
Developers - I have a very interesting save game you might be interested in where you can see this behaviour for yourself.
