Making your own political party

Are you able to post scores on the metaverse if you do this?

I know in GalCiv1 you could make your own political parties and still be able to post scores to the metaverse... could i make my own party for galciv 2 and still be able to? or will the party be considered a mod? Of the starting parties, really only the populists have any truely useful bonuses, and it would be nice to put ablities together that actually work (ie the social production being bugged and not working??).

populists are the only one that have any truly useful bonuses..?

I thought federalists weren't that bad.. +20% econ..
the technologist's +20% research and sensor bonus isn't all that bad either..

on the harder difficulties, yes. econ might still be useful, but research really isnt since the AI is going to out research you anyways. The way you keep up is by trading (and this uses diplomacy). The point is, only 1 or 2 of the parties are useful. It would be nice if i could make a party with say, +20 diplomacy and +50 or +75 creativity, for example, and still have it work with the metaverse. You could do this in Galciv 1 and post to the metaverse, but im not sure if this will work in galciv 2, as it might be viewed as a mod. While we can debate the usefulness of the parties all we want, this is the real question that i was asking, if me making my own party would still allow me to post scores.
