I think that the game would be much more interesting if in the game the player was actually a character, the supreme leader, but not like a god figure that is invisible. This would add extra strategy to the game, having to move your main character to safe locations during attacks, and if you put him/her in the battle the character would give bonuses to the fleet. Also this would make the players care more about there people, because an uprising from great unrest could mean the assacination of your character. If your character dyed then you would not lose but it would make you lose points and take a fraction of your funds to replace. I guess the leaders could have some sort of experience scale that they climb the longer they are in power, giving extra bonuses to the civilization, and the leader would eventually have to train his replacement before he dies, which would take you back a couple steps but you would not have to start back at zero (like when he is assasinated or dies without training anyone), or if your technology is good enough you could clone a younger version of the leader, decreasing the experience loss.
