XML changes always require a new game.
You need to search the base games directory for any files you want to edit. Copy and paste them into your mod's relevant folders. Any DLC\Expansion that updates and uses a new copy of a file will always override any old version and you will have to use this as your base (EXP2_Crusade has all 3 of the files you require).
