The ones you mentioned are supposed to be permanent. Since I dont't play Malevolent very often I have only had Utilitarian myself which gives 1 more tile to the first five planets you colonized. Relentless, by the way, gives All Contruction +10 on your homeworld.
There are one-shot improvements like Educated in the Benevolent/Enlightenment branch that gives a one time 150 research point bonus.
