I've no idea what the problem is. All DLC bought; campaign mission.
I think this is related to the perk that grants mines to count as minimum of 'low'. This functions even when the resource isn't present - which may or may not be intended? But the GUI clearly fails to handle it.
Will be fixed in next patch.
