If you have an Offworld, you can queue up 10 Oxygen launches. Boom - your money is gone from the summary, your resource value doesn't go up, and nobody knows you're a threat.
I think this is a bug - the queued Oxygen should count as resources.
This has been the case for a long time. It's a good way to hide money and isn't a bug.
Everyone has known for a long time, and Zultar talks about it occasionally, but notice how nobody ever uses it in FFAs. That's because they have the sportsmanship not to abuse it.
