The Tier 1 ideology that gives you an extra Trade License doesn't seem to be working. I grabbed it for an early trade license but nothing, and after I had researched the tech to give me my first trade license it didn't move the total from 1 --> 2. I am fairly confident I understood the ideology perk but never got the trade route.
Also perhaps not a bug but I dropped 4-5 consulates on a planet with an influence bonus and had very little investment in influence (maybe just the first tech) and I was taking over the freaking galaxy. Seems like influence needs to be reeled in a little as it can quickly run rampant quicker than any fleet could ever take territory.
