I'm not sure exactly what you are saying but Volumetric Explosions and effects is available for 1.52. Just scroll down the list here.
I do not see there mods for rebellion
did you scroll down about 3/4 the way on the ricks galaxy link as there is the EXACT title you looked for, the download is titled volumetric v2.0r-rg, and is the next entry after manshooter's dynamic movement mod.
