How do you create a city?

Hi All,

I am probably making myself look stupid but I cannot figure out how to create a city. I created the little "colonist" guy, I send him out in the world. I find a great spot and the only thing he can do is create an outpost... I have upgraded the outposts a bit but no where do I see... "Make a city"

This cannot be too hard because I see others talking about making too many cities, I just cannot figure out how to do it.

If the "Settle" button is grayed out, hover your mouse over it and it should give you an explanation as to my you cannot settle there. After playing Beta 4 a few times, I've noticed that places that are actually fertile are few and far between. Keep exploring with your troops and when you come across tiles that have the materials/grain and essence icons, those are the places you can settle. Everywhere else, you can't, even if there's a bunch of cool resources next to each other (if that's the case, create that outpost there and reap the benefits anyways).

You can only settle in certain places on the map. These places can be seen in the icons that overlay the tile and represent the resources avaialble to a city created on that spot. Here's a screenshot:

You'll need to find a tile with at least food and production before your pioneer can create a town.
