I attacked an enemy world and colonized it then i stripped it to the core, it became a dead astroid. Then he colonized it again after my fleet moved on.

He can colonize it, its the same dead asteroid as the others in the game. If you colonised it yourself, you could strip it for resources again, and this time, nothing would be left for colonisation anymore, just asteroid belt.
Nope, not a bug. Just a desperate AI.
Indeed, you wouldn't have access to those resource 'roids if you couldnt' recolonize the dead asteroids.
