Yes cobalt, there has been some stuff done here on the forums but copyright issues abound and most projects have been shut down or abandoned.
The one project that got the furthest was a mod for Homeworld two, it even had David Webber's support but the company that owned the rights did not let it go through as they are developing their own game at the moment as well. Here is the link to that resource.
