Oh well. It seems unusual to have one capital(the political capital) have a bonus from a tile and not have the others have some bonus.
The political capitol is an anomaly because what it boosts is handled differently from the others. Labs, factories, and farms (included because there are % buildings, even if there isn't a capitol) all produce units of manufacturing, research, or food. The bonus tiles for these commodities boost structures that produce points, but not those that themselves produce % bonus.
No influence, morale, or economy structure produces points, they ALL produce % bonuses. So limiting those bonus tiles to boosting "point" production for commodities that don't get produced in "point" form would be silly (econ bonus tiles don't exist, but since they would theoretically fall in this category I included them). That is why the political capitol is an oddity, only it boosts things that can be boosted by bonus tiles - and it can benefit from either type of bonus. If econ bonus tiles existed, you could put either the econ or manufacturing capitol on one to get the bonus.
