also, how is the gameplay modding going to work? Halo space combat and Sins space combat use entirely different methods of killing: i.e. UNSC ships have nukes, no lasers, point defense (every single one, there is no one "flak frigate"), MAC cannons (again, all have at least one, strength varies per size of ship), and most ships have a complement of fighters, UNSC doesn't use ship shielding, and each ship has limited missiles. In addition, only the covenant use planetary bombardment. Since the UNSC hasn't found a covenant world which isn't a factory, they have only sent strike teams to take back the planets over which battles have been fought.
Also, UNSC has limited ammo (downside of projectiles)
Covenant ships - more powerful weapons, actually have shields, stronger armor, better engines, infinite ammo (lasers, plasma), boarding craft, and faster slipspace drives
Speaking of slipspace, how is that going to work? is it going to be a researchable tech, which is slower than phasing, but can go anywhere? one could make a feasible system that way.
The most realistic (to the canon) way to get this all to work is to make the UNSC ships about 1/3 the price of the Covenant ones.
I imagine it is possible to make this all work, and I look forward to the end result, but this mod is going to take a lot of work to pull off.
