How to remove galactic resources and regional bonuses?

I don't like the concept of being able to mine for example an influence resource by building a star base on it. Therefore I'd like to know if it's possible to make sure the galaxy is created without any galactic resources.
I'd also like to know if it's possible to make sure the planets are created without any regional bonuses (or at the very least make sure there are no precursor mines on earth... ).

The Expansion Pack will have an Advanced Settings option that will let players tinker and mess with these kinds of settings to their hearts content.

In the meentime I'd just ctrl+n until you start a game without that Precursor Mine...though, in my case, I tend to Ctrl+N until I get an Earth WITH that bonus, but to each their own
