My problem is very simple. I cant figure out how your logistics ability effects Starbases. The way it looks is that you cant make more starbases that you have logistics ability, which is clear obvious and makes sense. BUT it isnt true. In my most recent game I reached a point where I had 20 logistics ability and 20 starbases. So then I tried to make an additional starbase an it worked.

So then I made more starbases till I had about 30 of them with the logistics score of 20. And there didnt seem to be any downside or negative effect.
So I am wondering if anyone can explain what happens when you have more starbases than logistics. It could have an some "under the hood" effect I simply didnt notice. Thanks
